different win98se shutdown problem

I have a win98se shutdown problem. But it doesn't hang up at shutdown, instead it restarts. It started after I installed some new software but I can't seem to find any info about possible causes.

Try msconfig.exe and click the advanced button to disable fast shutdown.

I have tryed all the standard fixes for this problem to no avail. All drivers are current but I still have the same problem.

How to Troubleshoot Windows 98 Second Edition Shutdown Problems

"These issues include computers restarting when shut down and computers hanging on shutdown."

The steps there areprobably a good place to start. The most likely one is:

Fast Shutdown registry key is enabled
The Microsoft System Configuration utility includes an option to disable Fast Shutdown. If this option is unchecked in Windows 98 Second Edition, your system may reboot instead of shutting down. To resolve this issue, change the FastReboot value data from 1 to 0 in the following registry key:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Shutdown

IN ORDER TO GET A CLEAN SHUTDOWN, DO THESE FIRST:

1.- REMOVE EVERY TMP FILE, EVERY FILE BEGINING WITH ~, EVERY .BAK. dO NOT HAVE MANY FILES AT THE ROOT DIRECTORY OF THE BOOT DRIVE.
2.- PERFORM A SUCESSFUL SCANDISK (COMPLETE) FROM WINDOWS (C:\WINDOWS\SCANDSKW.EXE)
3.- PERFORM A DEFRAG (C:\WINDOWS\DEFRAG.EXE)
