Well, when does this happen?

Is this a new installation of W98?
If so, you may need a driver for the chip-set on your motherboard so that Windows can see the CD Drive.

Are you attempting to run an older game?
Or, install an older video card?
Either may not be compatible with the newer versions of DirectX, and may be looking for DirectX 6 in order to run.

Please post a few more details:
When this happens,
What video card,
What sound card,

Its very possible you have a newer version on DX already setup.

To be frank its hard to tell from a collection of part formed sentances. If you are indeed trying to install DX6 on your pc as I've read it to mean try this...

Go to the start button and click run. In the box type dxdiag and hit enter. If the version is comes up with is 6 or greater dx setup will close as soon as its starts, though I dont beleive it actually bothers to tell you that a newer version of DX is on the PC already. if you have a newer version there is no need to install an older one.
