Disabiling The fast shutdown

I've have users working with a ghost image of Win98 on both Dell's and HP's . Somehow when the image was made this option is no longer available in Msconfig. Any suggestions ???

To enable the fast shutdown, change the value from 0 to 1 in the following registry key:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Shutdown

This is the reverse of the resolution in the MSDN article "How to Disable Fast Shutdown in Windows 98", which is located at:

Once the value was changed to 1,the machine would act as if it had been restarted as oppossed to being shutdown.
