disable boot message (safe mode, etc)

I have a group of XP Pro machines that are saying "We apologize for the inconvenience, but Windows did not start successfully..." upon boot. They are fine as far as I know, but I would like to disable this message. I have a domain with group policies and startup scripts, so I could potentially remotely apply the fix this way.

You cannot arbitrarily disable the message. Something is not passing the windows startup testing. It can either be a virus, a driver, a piece of hardware or some configuration. You will need to determine why windows is not starting properly. Start by looking in the event logs for any error messages. You could also try using the System File Checker or doing a repair install but they are not a guarantee to resolve the problem.
