Disable file security

Hi have some very curious users that insist that using the file and folder security tab to share their files. Then they need someone to come fix the mess when they can’t get into their own files. They are all in the Power Users group to facilitatefile sharing. We use a mix of NT4SP6A and 2000Pro. Is there a way of disabling the security tab from these users?
