disable folder access on start menu - XP

I have XP PC's that are locked down so users can only run an emulation program and time tracker.
They cannot access any folders or see any drives....except on the start menu, they can double click on Programs and it opens a folder.
I want to disable the feature that allows the opening of this folder.

If you are using AD/Group Policy all the policy settings for this are under User Configuration\Administrative Templates\Windows Components\Start Menu & TaskBar.
If you aren't using AD you can still set this up as a local policy. Start, Run and type MMC. Once the window appears File, Add/Remove Snapin, Add, Group Policy.

Disregard the last part of the answer. To get the local policy type gpedit.msc at the run command.
