Disable I.E. Error Reporting Tool

Being in a corporate environment, we wish to disable the I.E. error reporting tool when we upgrade to v5.5 SP2 on Win98/NT clients. According to MS Q276550, this can be done by going to Add/Remove programs and uninstalling the
tool. Explorer is being installed using a package created in IEAK and “Internet Explorer Error Reporting” is not being displayed in Add/Remove programs but the files Dwintl.dll (v 10.0.2627) and Dw15.exe (v 10.0.2701) are being installed as suggested in the article.
Can anyone please offer any solutions?
