How can I disable Proxy changes in Internet Options (IE) for any user that logs on to a computer.

You might have to use a third party software, google it. Otherwise what I would do is setup a transparent proxy running on port 80 so that when clients connect to any web site they will pass through the proxy automatically, they got no choise :) I recommend Squid proxyserver comes with many great distros on linux :) Maybe it is available for windows as well... google it :)

Try Internet Explorer Administration Kit (IEAK)
It allows you to lock down proxy sets and much more... :)

(please remove any extra spaces)

Complete the wizard and viola customized IE.
Note, you can use the "branding" setup to apply your changes to an existing install.
