Disable Quick Launch for All Users

I am running Windows 2000 Professional on a network with Windows 2000 Servers. When users log on to their workstations, they see the quick launch in their taskbar. The users are not using roaming profiles. I would like to disable the quick launch from showing up for all users. Any help is appriciated. I have tried going into docs and settings and default users, but there is no folder called quick launch. I have also tried some registry editing and that didnt help either. Please help.
