Disable Visual Effects through Group Policy

How can I (by default) disable all visual effects when a new user logs on to an AD domain? Actually I would like to keep two.
1. Use Background Image for each folder type
2. Use common tasks in folders

I now manually set these, but would like to automate it if possible.
