Disabled programs with Tivoli

It depends on what you're trying to accomplish, and what operating system you're using.

For example, if you're using NT or later, you can change the file permissions on the EXE file such that Administrators have Full Control and Users have No Access. However, you might check with a copyright lawyer because I don't think "disabling" the file is going to keep you out of trouble on licensing, because the program is still "installed" on too many systems.

Here is a technique I used a while back, when we owned 40 copies of a product and we had 120 people who claimed they "needed" it. We installed the program on a network share, and gave everyone a shortcut to it. Then, we limited the number of simultaneous inbound connections to 40 in the share properties on the server. At any given time, any authenticated user could run the program, but only if less than 40 others were doing so already. We never had any complaints from people claiming they couldn't access the program. Clearly, the law of averages allowed everyone to share the program without knowing they were sharing it. Again, check with your lawyer on this solution (because at the time, I did not).

Good fortune,
