disabled registry editing

here’s the situation : Xp workstation, part of a domain. I need the domain user that is logged in to be able to edit the registries. Added user to local users, granted all rights and permissions (set as local administrator and full permissions to the registrie keys and subkeys) still, user cannot run regedit (or regedt32 to be more correct). The message is :

“registry editing has been disabled by your administrator”

any ideas ?
