Disappearing XP (limited rights) user settings and docs.

One of the computers I administer has had this issue of at random logins the users gets a new desktop and settings.

When I investigate the issue I can find the users settings and docs just I installed them under documents and settings. But I also find a folder in documents and settings called TEMP which holds all the users info from those logins when new desktop and settings were created.

This problem has happened before and after I put a new hard drive in the machine in question.

Any input would be greatly appreciated.
