How do you connect to the internet. If it's DSL, there is a regsitry setting you can tweak that will prevent your connection from disconnecting when a user logs off. Remember to back up your registry first before doing anything! go to start, run, regedit. File, export registry, and just save it on your desktop. This will keep a backup copy of it.

Then, go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

Then right-click the right-hand pane, select New -> String Value, name the value KeepRasConnections and set it to 1.

Reboot. From now on, when a user logs off, the connection will not disconnect.

I have a feeling you are using a dial-up Internet connection. If that is the case then there probably isn't any way around the problem. When you switch users it is actually closing all open programs. Dial up networking just automatically gets closed when you shut down or log off the machine.
