Disk Boot Failure, Windows XP

Problem: Disk Boot Failure, Insert System Disk
Hardware: P4 3ghz, 1GB Ram, New GeForce AGP Card, New ATA Hard Drive

Formatted and installed Windows XP onto an older harddrive. Finished, took the disk out, rebooted, and got the error “Disk Boot Failure, Insert System Disk”. So I troubleshooted… Switched out IDE cables with brand new ones. Tried a new Hard Drive. Nothing – brand new installs on new parts and still won’t boot up… Bios detects the hard drive just fine. Suggestions? Help….!? lol
