If you really were running RAID-1, you should not experience any downtime because your OS treats both drives as one. If one fails, the other will pick up right away. Then you go into the storage manager (or whatever RAID utility came with your RAID card) and view the status of the array. One of your drives will say "Optimal" signaling that it's the working drive. The other will say something like "Failed" and your array will say "Degraded". At that point you can choose to Rebuild the failed drive.

If you cannot boot to the array, then at boot time, access your RAID array manager (right after BIOS) and view the array there. Chances are both of your drives have failed or something else is going on. Check with your RAID card manufacturer.

Since it is RAID 1, second drive should boot automatically. But even then it is not booting check the array status in the Controller.
