Distribute Bandwidth (34Meg) on Cisco router 7200 to 9 Interface ?

i have 34Meg internet form isp

i want dynamic sharing for the bandwith ?

i have 9 location each location on sperate interface

i want to distribute 34 meg to 9 location and each location has at least (Minimum) 4 M

example :

when 4 location on
i want 34/4

and when 5 location using internet

34 m/ 5 location

i need best configuration
