DNS Does not transfer hosts

Client w/W2k – flat AD, but multiple locations.

AD Integrated DNS, single forward zone, with a DNS server at each location – DSL link to DC.
SOA is set to self on each server. Dynamic is enabled and the other DNS Servers are in the Server list, Zone transfers are enabled as well as notifications. AD communication appears to function in both direction for all other services. DNS is going one-way only.

If I enter a host in a remote site, it does not transfer to the DC or to any other DNS server. If I enter the host at the DC, it flows to all DNS servers. All other AD communication appears to funtion in both directions.

I’ve tested everything down to basic network – any suggestions before I rip DNS out of the AD?

Also, does SOA setting mean anything in AD integrated DNS
