DNS problems with NT

I’ve got a problem with an NT 4.0 server. My client currently has 4 workstations running Windows 95 & logging into an NT domain. They access the Internet through a USR 56K Lan Modem which also acts as the DNS server. All the computers login and access the Internet just fine except for the newest one which is running Windows 98. If I log into the network I am able to ping IP addresses but not domain names. It appears as if the NT server is trying to act as a DNS server instead of the Lan Modem. I have tried configuring the Lan modem and the computer for DNS access but it still does not work. However if I do not login to the network I am able to access the Internet through the Lan Modem and everything works fine. I’ve compared IP settings on all computers and they all match up. Any suggestions?
