DNS stops forwarding, SBS 2003

We have a windows 2003 SBS server, DNS periodically stops forwarding to external DNS. Internal DNS continues to work. I’ve done various checks and found that if I restart the service it starts working again, or if I re-apply the forwarder it starts to work again.

Any ideas on what I can do to rectify this?
