DNS Troubleshooting help (Strange problem)

I have a windows2003 Domain Controller that just started having DNS issues yesterday. I have narrowed the problem down to to external lookups on a single computer (in this case the server).

NSLookup works properly on all other computers, and resolves the names when pointed to my ISP's DNS Server.

NSLookup resolves locally known names (ie, names in the server's DNS configuration), but no external names on the server.

I added another windows2003 server and configured some dummy dns entries in it, when I point NSLookup to the dummy server from the server that does not work, the names are resolved.

The only difference I can see is that the Nameserver that I cannot seem to use is on a differnet subnet, I had throught this was a routing problem, but I can ping the ISPs DNS Server by IP, and I can also telnet to port 53 of the DNS Server from the server that does not work.

I am at a total loss as to what the problem could be.
