do not have permission…password

Active directory, DNS, DHCP, all windows 2000 Pro clients. Exchange 2000, SQL 2000 running on DC (1)Users, logging onto clients, and attempting to configure email accountsin Outlook 2000 are receiving the error “you do not have permission to change your password”

Any suggestions would be greatly appreciated. I have looked on Google groups with no success fo far.
