Do “Rules” work in Outlook2000 ?

I have been wrestling with rules here and I need help. I am not an administrator just a user. I know that I have the option to setup rules and or to use Out of office Assistant. Out of office assistant works correctly, but the Rules do not appear.

Here are my settings.

Apply rules in the following order (mailbox name – client-only – this sucks),exception list (client only), my choice is set to mailbox name – client only).
Which type of rule do u want ? HERE ALL I NEED IS A COPY OF WHAT IS COMING IN, IN THIS GENERAL MAILBOX TO COPY TO MY PERSONAL INBOX.
But the following is what are my options:-
Move message based on content ( but what about other people in the distribution list, they will no longer see the msg).

Notify me when an important message arrives (I am forced to indicate the priority, high, normal or low, no option for all)
Which conditions to check?
Then you have to go to the exceptions, and check off what you want … it becomes confusing.

At the end of the day, here is what I want. To get a copy of the messages from the General Mailbox (which is not my default), to download to my Personal mailbox, regardless of the priority ? what is the best way to accomplish it? I have played around with several options and find that it is not reliable…. at least maybe because I do not know enough about how this works. 97 and other versions were soooooo much easier! Help please.
