Document management organizing approach

Document management/Project Management Quandary: Preparing to receive “truckload” of data (scientific, regulatory, references, mfg, etc) representing 50-60 projects that must be quickly documented and organized. Due to litigation matter,cooperation with senders of data is minimal and amount/type/condition/format of data is unknown. Must assume mostly hardcopy and/or handwritten notes/logs with minimal data in electronic format. Portions of the information will be in another language.

Some data will need to be distributed to the appropriate functional depts. Other data will ultimately be submitted to regulatory agencies. Assume a lot of the data will have to be integrated into current data stores and require editing or revision. Will want to quickly determine lifecycle status and prioritization of each of the projects in respect to each other, as well as compared to in-house, ongoing projects.

Request suggestions as to an organized approach to prepare for this document windfall.
