Does low CMOS battery affect the OS and stability?

I have an old Toshiba Satellite laptop that I'm going to replace the CMOS battery for. Right when I turn the machine on it tells me to press F1 to enter BIOS because of CMO read error or CMOS checksum error. I am convinced that once I change the battery this particular problem will be gone. After all it has been used for many years.

Furthermore I have some suspicions though about the nature of this problem. the pc would not boot up completely -

At some point while the winxp logo is shown during the startup process, a blue screen appears for about a TENTH of a second, and the computer just simply resets/restarts itself.

My question is, could this problem have anything to do with the fact that the CMOS battery is low?

There's a very good possibility that it does. Configuration data (ESCD) is held in CMOS and necessary information may not be passed on to Windows.

I had a system that couldn't keep the CMOS battery charged. The only problem it ever caused wasn't anything more than a minor annoyance. Whenever I shut down, which I do when away from it for any length of time, or during electrical storms, I had to reset the date and time.

Yes Flat BIOS Batteries can cause problems

The most obvious is the inability to keep settings in the BIOS like Date & Time which can cause the system to fail to boot.

As there are other more basic Hardware settings also contained in the BIOS if the HDD isn't one of the type that is Auto Detected this can cause the System to fail to boot as the HDD isn't being correctly read.

All that is required with most BIOS Battery Replacements is to slip in a new CR2032 Battery. But in some NB Computers it is necessary to cut a piece of Shrink Wrap from around the Old Battery Socket and remove the flat battery slip in a new one and cover it with some Heat Shrink then apply heat to shrink down the Heat Shrink that is used to hold the battery in the socket and to insulate the Metal casing of the battery to prevent short circuits.

After you replace the BIOS Battery you need to enter BIOS on the first Boot and reset the Date Time and other settings so that they get stored and prevent Boot Failures from occurring.

With some NB Batteries they are on a Fly Lead and are not in a socket on the M'Board these are the ones that need to be insulated with Heat Shrink but you need to be careful as these Lithium Batteries do not like a lot of heat as they can explode if overheated so you need to apply enough heat to shrink the Heat Shrink tightly around the Battery & Holder but not so hot that the heat shrink starts to burn or tear. If you overheat the battery it will not last as long as it should and you should save your time & effort and replace it now before you go any further.
