The 1Bh NetBIOS code is the Domain Master Browser code. So, it sounds like the machine BTC is trying to be a master browser, and that is conflicting with the PDC (which is a Master Browser by default as all NT4 PDCs are).
I would go to this BTC machine and stop the Computer Browser service. Personally, I hate the Computer Browser service running on all machines. I like it to only run on domain controllers!

hope this helps

Couple of questions:
Are these systems multihomed (multiple NICs)?
Are you running WINS?

If the answer to both is yes, you're running into a WINS problem. It does not like multihomed systems in the same subnet. There are a couple of good articles in Technet on this topic (learned this the hard way =))

If this is not the issue, have you tried running an "nbtstat -a SYSTEMNAME" on BTC? It will give you the MAC address of the system registered. You can then check the MAC against BTC and see if it matches, if not, then there is a duplicate conflict.

I do believe this to be a WINS issue though. Hope this helps ....
