I would imagine that you did install the formatted system with Windows 2000 server and not Pro. You will need to make sure it is a member of the domain where your existing DC resides and then you can run 'dcpromo' and promote the formatted server to a DC.

what does "formatted" mean? and what does "due to some problem" mean? What does not able to convert to a domain controller mean?

Like the first answer, if you had to reinstall W2K server on the second box, just join the that server to the domain as a member server and run dcpromo. If your trying to make a W2K machine into a W2K Server machine I think it should be self evident why you cant make the W2K box into a server.

Was the DC that you formatted the 1st DC in your domain? If so you may need to seize the FSMO roles for your remaining DC. Use the following article and it will explain how to find these roles and give links to seizing them if necessary.;EN-US;234790. Please remove any spaces that are added.
