domain controller

I have a windows 2000 server as a domain controller with its ip address 192.9.200.1. pc name spkc,and domain name spkcserver.and I created a addtional domain controller for that spkcserver and its ip address was 192.9.200.10.
Due to some problem i formatted the domain controller pc and installed windows 2000 and now iam not able to convert this as domain controller,what to do and how to do pls help me
