Domain Policy

I have inherited an NT 4 Domain. For some reason the previous Administrators disabled the right click function for the entire domain except for when you logi with an account that has administrator privleges. I have searched and searched the internetand through the policy editor but have found no way of reversing this. Is there something simple I am missing?
