Double Icons on W2KPro Desktop!?

I have a user with Win2K Pro. The users account is set up as the administrator account and deleted all the other account folders (All Users, Default User, etc.). Now every time the user tries to create a new shortcut or an app creates a shortcut on the Desktop, the user gets TWO shortcuts on the desktop. The system shortcuts (My Computer, My Documents, Recycle Bin, etc.) are not affected. Trying to delete one, deletes the other. When browsing down the folder tree into C:\Documents and settings\Aministrator\Desktop, only one shortcuct is visible. Manually recreating the other two default account folders (All Users & Default User) does not fix the problem nor does putting the shortcut into one of these folders under desktop (It doesn’t evenput the shortcut on the desktop). I feel that this is probably a registry problem, but I can’t find anything wrong there either. So, why is Win2K creating two identical shortcuts on the desktop?
