Doubled hard drive in Windows 98?

Any idea why I show two hard drives (C: & D:) in Windows 98 when I only formatted one and it is to full capacity (FAT32 with large disk support). Everything that I install to C: is also getting installed to D:. If I boot up in Safe Mode, I only have C:.
