First off, the forums here at TR are peer to peer forums. The TR staff only loosely monitors the questions and discussions.
If you wish to contact TR, you need to use the Help button on the upper right, and follow the links.
Now, as to downloads, there are a few issues with TR downloads.
First, they use a pop-up window for the download applet. You need to disable any pop-up blocker in order to get a download.
2. The download applet used to be a JAVA applet, so you may need JAVA installed in order to start the download process.
3. Downloads come up missing from time to time. Try again in a few days.

I just checked the download.
It downloaded for me popping open an Adobe Acrobat Reader window.

Another point. If you are behind a firewall or proxy Check if it is preventing downloads.
