download and streaming video

recently installed a Lite-on 16X DVD rom with Nero Burn software to my Window ME and had a software conflict. which read cpqdiag.vxd on a compaq presario desktop. Now to resolve the problem I tried to reinstall the OS. and replace all the software, but still have little or no connection to streaming video and can’t download any files because a ERROR shows up that says connection to the server was lost !
used my ISP tech support to trace the problem and they found nothing so I need help
