Download delimma

On personal computer using 98SE, a flashing box appears saying download and freezes computer. I can get rid of it by opening dial-up ISP but it takes awhile and is annoying in middle of photos, etc. Any ideas? ISP doesn’t know. Sometimes have to turn off computer to get rid of it.
