Downloading TechRepublic documents

I downloaded a document from TechRepublic but could not open it. Is there special software require. When trying open it, I either get the standard Microsoft asking program to use or it will activate Acrobat Reader and say “There was an error openingthis document. File does not begin with ‘%PDF-‘. Is any advise.
