When I try to key in a website address in internet explorer, I sometimes receive a dr. Watson error. Even when I want to use RUN in the start menu. This happens sometimes.

Although you didn't ask a question, but only stated a fact, I'll try to help. Dr. Waston is a program within windows that will save error information to disk when Windows detects a problem. Usually this is a memory issue. Go to help from my computerand search for Dr. Watson. You can get help from there.

As stated, Dr Watson is used to let you know that the program running has a problem. The information in the error is meant to be used by programmers to (try to) debug the application. You should pass the error information along to your NT administrator or other appropriate IT person. They should be able to resolve the issue.
