1) The OEMSETUP.INF file that NT will look for may not be at the root of the floppy, try searching the floppy for it. *or* Search for somesort of executable for instalation.
2) Use the "Add new hardware" in Start.Settings.Control Panel. It may be under pointing device, or it may be under Miscelaneous. Try installing from there.
3) If all that you want to do is use the tablet in AutoCAD or Microstation (or some other CAD&amp program), check for support included with the design software. Many times CADD programs have their own type of driver for a tablet or pen that they will 'share' with Windows.

Try www.windrivers.com, they have what I would say the biggest list of hardware drivers for components, and you can e-mail them for an answer to your question if you get stuck.

Try www.mrdriver.com or driverguide.com or the manufacturer's website. Windrivers.com is an excellent starting point though. Hope it works for you.
