Drives reinstallation.

Diagnostics reveal unavailability or corruption of the CD-Rom/DVD drives. l tried to reinstall it from the software but the computer will not run. The computer is very slow. It takes about 30 minutes to open folders. How can l reinstall the drives and speed up the computer?
