DSL OR CABLE MODEM

Hi
Can any one tell me DSL or cable modem is good? not only speed but more utilization
some offers dynamic and some static IP, what benifit will I get using chosing of them, will the static or dynamic IP has any use for me?
I want to learn networking; LAN & WAN connectivity
also setup VPN, Host my PC etc.
Please give me some advise
