There are two solutions:
1. For the first time install the Win98, and after install the Windows XP. The Xp will create automatically a Boot menu where you can select the desired OS to start.
2. Install the Win98 to the second drive and use some Boot Manager to select the desired OS to boot.
You can download a boot manager program from internet, just search on Google.

actually, a 3rd party boot manager is not necessary since XP includes one that will work in this situation.

It will be possible by disconnecting the drive w/Xp on it
Using a windows 98 startup disk format the drive, then install 98
Once installation is finished set the jumpers on drives to
XP-Master and W98-Slv,then set the drives on the primary IDE channel, when system is booted is should show you the boot manager with two operating systems, you can use the XP startup and recovery,to set the OS selection and specify the amount of time it gives to select os.

You can have a dual boot system or single. You can use a internal hdd rack (for PATA) set to Primary Master and use each hdd for a operating system. this is for a single o.s.
Dual boot case:
The active partition must be FAT32, other way you can't boot Windows 98. It's preferably to install win98 before winXP. WinXP recognise that you have another o.s. and let to choose what o.s. want to start by a boot.ini file.
