Dual Monitor/Video Problem

Computer is an Abit A7n8X Deluxe with a geforce2 in the Agp slot and a tnt2 in the pci slot. When bios is set to send the signal to the agp card then the hardware manager in windows gives an error on the pci card saying that it failed to start. The only way to get both cards to work is to set the bios to send the signal to the pci card first, then windows detects both cards and allows them to operate properly, however it puts the AGP card in the "2" spot and my customer and his custom app need the geforce to be the "1" card and the tnt2 to be the "2" card. Any ideas guys? PLEASE HELP!
