My first guess is that shlwapi.dll is not a file the windows installs but is instead a file that was installed by your dvd driver or dvd software. So you might re-install those to see if that remedies the problem.

If that doesn't work and you feel comfortable deleting the file. Then you can boot the computer into dos mode and then delete the file.

here's how if your not familiar with dos:
In windows hit start->shutdown and select reboot to dos mode. Once you have the c: prompt typecd c:\windows\system
assumming this is where the dll is located
then type
del shlwapi.dll
then reboot into windows.
This is not for the faint of heart, and will probably throw up error messages when windows loads, so only do this if you you think its the last resort.

Found this out there.............

The Shlwapi.dll file is a component of Internet Explorer 4.0x that handles ActiveX files. If Internet Explorer 4.0x has been uninstalled incompletely or incorrectly, or if Windows 95 has been reinstalled without Internet Explorer 4.0x being uninstalled first, you may receive this error when starting Windows, running Internet Explorer, or starting applications that use the Shlwapi.dll file, like PageMill. You may also receive this error if another applicationhas a version of either the Shlwapi.dll and Urlmon.dll file that's incompatible with the other. Normally, the PageMill installer checks for a Urlmon.dll file, and installs a version compatible with the existing Shlwapi.dll file if it's missing. If you install Internet Explorer 4.01, compatible versions of these files are installed; these versions will work with PageMill.

Perhaps if you move to IE5.1 with service updates all will be fine well might be......

Also found this out there..........

We recommend that this page be printed for future use. To print this page select "Print" from the "File" drop down menu or click on the "Print" icon located at the top of the screen.
An error message regarding the Shlwapi.dll or Shlwadi.dll file can be caused by a missing or corrupt file.

To resolve this issue, follow these steps:

1. From the Windows "Start" button, select "Find" and then "Files or Folders". This will open the "Find: All Files" dialog box.

2. In the "Named" field, type SHLWAPI.DLL and click the "Find Now" button. Make sure in the "Look In" field the (C:) drive is selected, and the box to "Include Subfolders" is checked.

3. When the files are listed in the bottom box, right mouse click on the one that is found in the "Paprport" folder and select "Rename" from the pop up menu. Rename the file to SHLWAPI.OLD.

4. Now right mouse click on the one that was found in the "Windows\System" folder and select "Copy" from the pop up menu.

5. Right mouse click on the Windows "Start" button, and select "Explorer".

6. When the "Explorer" dialog box opens, locate the folder on the left-hand side called "Paprport" and double click on it, the contents of the folder will now appear on the right-hand side.

7. From the "Edit" drop down menu select "Paste" to copy the file that was copied in step 4 into the Paprport folder.

8. Close all open windows and restart the computer.
