DVD-RW

I am unable to record digital pictures onto DVD-RW or DVD-R disk using a laptop.
When I try to burn pictures from Kodak a message appears telling me that the DVD is full or try to run it at a lower speed. I try to run the DVD at a lower speed but it is still telling me to run it at a lower speed. The DVD cannot be full as it is brand new. The CD-ROM drive occasionally open?s & ejects the disk! However, my pictures are copying ok onto a CD-R disk! Can anyone help?
