Check your mail service settings in Outlook. Make sure your POP3 and SMTP servers are correct.

Alternatively, your ISP may be blocking you for some reason. You may need to contact them.

I just had this problem today. I was trying to check my e-mail through my isp dialup on a laptop that was configured to use my office’s proxy server. I cleared any/all proxy settings under IE and made sure that the proxy client was disabled. I rebooted the laptop and everything worked fine.

This nothing to be alarmed about, this message will come up when the ISP has been temporarily disabled, and you cannot access your email, especially when the server has reached its limit on emails and the solution is wait a few minutes and then try accessing the email service again.

I just had this happen a couple of days ago. All the settings were correct as the others have suggested to check. It ended up being a POP lock at the server with our ISP. Call them and have them check into this.
