Does anyone know of a program that will allow
someone to open, edit, save, and then execute a file remotely while using a webbrowser.

You could use ftp to retreive the file, edit it locally, then store it on the remote server. If you allowed remote users to copy files into the cgi-bin directory they could run the program remotely.

Have you thought about access controls? Allowing remote users to post to and then run programs on your webserver is just asking for trouble. This is exactly the behavior most sites try to prevent.

Why don't you consider telnet instead. At least they would have to know (or guess) a valid username/password to get in.

Both Visual Studio 98 or frontapge 2000 can connect in "live" mode with the server, modify a page and send it back to the server
