emachine 220 wont POST new mobo and psu done??? HELP

Hi i am trying to repair my g/f pc
its a emachine 220 (m i know rubbish) but i got an exact mobo ( yes really i found a new one 🙂 )

also replaced psu NEW one

all connected correctly all fine and good also tested new psu with thermolite tester all ok

so new psu and new mobo and now all fans work but front light HD flash and HD no noise at all so seems its not booting up post??

i think i have cmos cleared also by moving jump 4 to 2-3 and then back again but still same??

any help please im stuck now?
