Email delivery

Hi guys, strange question here. I work for a small recruitment firm and the boss has thrown me a new problem. We send out emails to potential employees for a number of large firms. The total run could be up to 35000 emails, split into a number of small batches sent from email addresses across different domains. The issue is that some emails are fine and test delivery shows no problem for Outlook/Hotmail/live accounts others are either marked as fraud or just go straight to spam. Yahoo doesn't have so much of a problem although some domains do get junked. Gmail is hopeless and 99.9% of emails drop into junk. I've looked at SPF configuration and there are 3 variations, no SPF record, a short SPF record with the all variable, and a third identifying all the possible IP addresses of the devices from which mail is sent. There's no consistency in delivery dependent upon the SPF record. Before I trash the system, anyone any ideas where I could start??
