Email not opening on top

Whenever one particular user opens an email, it does not open as the top window. We are running Outlook 2003 (with Exchange 2003). This is only happening to the one user, but I cannot figure out what would be causing this. Is there an Outlook setting I've missed?

The reading pane can only be set to be on the right, the bottom, or off.

Or do you mean that double-clicking the mail does not open a new, full-screen window for that mail on top of the main window?

I misunderstood the user, emails are opening correctly, but any other windows he tries to open, open behind his Outlook. I have reinistalled Outlook and verified the ForegroundLockTimeout registry setting is 0, I'm monitoring for the next few days to see if this will resolve the issue, if it doesn't then I'm out of ideas.
