Email - send HTML question

On a Windows XP Pro system, when an email from Outlook Express is sent, it pops up a message that says: "You are sending this message as rich-tect (HTML) message. Some of the recipients prefer to recieve only plain-text messages. How would you like to send this message?" and has three buttons: "send HTML", Send Plain Text" and "Cancel". I have went into tools, options, send and manually selected plain text. It still gives the message.
Any suggestions?

I don't use OE, but, are you replying to a message? What you have selected should work if you are composing a new mail.

If replying, did you uncheck 'Reply to messages in the format in which they were sent'?

Not replying to an email. It does it what creating a new email.

Most likely you have per-contact settings saved in your address book. When you send to multiple contacts, but some are set to prefer text you trigger the prompt.
