Emails Not Entering Inbox

My users are having a strange problem. When emails are sent to them, it does not enter their inbox if their inbox is highlighted and open. However, if they click on another folder in Outlook only then do the emails come flooding in.
Is there some setting in Exchange or Outlook that needs to be looked at? All my users are using Outlook 97.

Open outlook,click on tools,select optionsand check the configuration in mail configuration concerning the filtering of email,filter coould be enabled to block incoming mail,when box is open.

I wish I knew as well, I have this intermitently, so I guess its a performance issue somewhere.

I use Outlook 97, 98 and 2k and its not the problem as in answer 1
