Empty Mailbox in OWA

I have an Exchange 2000 mail server that works fine as long as I am within my domain. When I try to access my mail via Outlook Web Access, I connect but my mailbox is empty. It shows "loading" for a second, but no mail shows. Even the contacts is empty.
I know I must have problem with "publishing" but I really don't know how to fix it. Nowhere have I been able to find documentation on Publishing your Mailboxes in Exchange 2000.
Someone please help me. I am at the end of my rope here.

Check your outlook and make sure you enable "Leave a copy of message on server" check box.

If you don't, Everytime when you check your email, outlook will download all of your article from server and archive it locally then it will wipe out all of mail out of server.

That is why you don't see any articles on OWA.

The thing is that I can see and read mail in OWA from any browser other than IE; I have full access with Netscape 4x and up on Windows, with Konkeror and Mozilla in Linux Redhat or Mandrake, I even access my Exchange server in OWA from a MacOSX using the Mac version of IE. It just doesn't work for Windows using IE.
